Software engineers recruiting
Software engineers are the largest single specialty on the requisitions Recruiters Workforce works.
On federal programs they build and maintain mission applications, data pipelines, web services and the platforms that host them, often inside accredited environments where the toolchain is fixed by the program. On commercial programs they ship products. The firm recruits both, and it places cleared engineers who want commercial work as readily as commercial engineers whom a contractor is willing to sponsor.
What software engineers do
A software engineer on a federal program takes requirements from a program office or a government product owner, designs and writes code in the languages the program has approved, works within its continuous integration pipeline and security scanning, and supports accreditation by documenting what the code does with data. Java, C#, Python, C++ and JavaScript or TypeScript dominate the requisitions, with Go and Rust appearing on newer platforms. Containerized deployment on Kubernetes and the cloud providers' managed services is now the norm on unclassified and many classified programs.
The labor category usually sets the level by years of experience and degree, and the requisition usually names the framework: Spring or .NET for services, React or Angular for interfaces, and the program's message bus or data platform. Requisitions for intelligence programs add the tools of that environment and the clearance line that goes with them.
Certifications commonly requested
Certifications matter less for software engineers than a record of shipped work, but three kinds appear on requisitions, especially where the engineer also operates the platform.
- CompTIA Security+
- CompTIA's core cybersecurity certification, requested on Department of Defense programs where an engineer has privileged access to systems. The current exam version is Security+ V7, and CompTIA expects Security+ V8 to launch on or around November 17, 2026.
- AWS Certified Solutions Architect, Associate
- Exam SAA-C03, 65 questions in 130 minutes; AWS recommends at least one year of hands-on experience designing cloud solutions with AWS services. Requested where the program runs on the AWS commercial or government regions.
- Certified Kubernetes Administrator
- An online, proctored, performance-based test taken from a command line, with two hours to complete the tasks and one free retake included. Requested on platform engineering requisitions.
- Red Hat Certified System Administrator
- Earned by passing the performance-based EX200 exam. Requested where the engineer deploys to Red Hat Enterprise Linux hosts, which is common on defense programs.
Clearance levels commonly required
Commercial requisitions carry no clearance line. Federal civilian and health IT requisitions are mostly Public Trust positions. Defense programs require Secret for most application work and Top Secret for program office and intelligence-adjacent work, and intelligence community programs require TS/SCI, commonly with a counterintelligence polygraph. Because the investigation for a Top Secret eligibility can take most of a year, programs that need an engineer this quarter write the requisition for a current holder; programs that can wait may sponsor a strong commercial candidate.
Engagement models that fit
Contract staffing and contract-to-hire fit development seats on task orders, and direct hire fits product teams and programs with approved headcount. Retained search is rare for individual contributors and common for engineering managers on large programs. The engagement models page compares them.

Questions about recruiting software engineers
Do cleared software requisitions require a computer science degree?
The labor category often does, because contracts price positions by degree and years of experience, and some allow additional experience in place of a degree. The requisition summary should state the contract's rule, because a candidate who does not meet the labor category cannot be billed to it regardless of skill.
Can a software engineer work remotely on a cleared program?
The unclassified portion of the work can be remote. Classified code is written and tested inside accredited facilities, and TS/SCI work is done inside a SCIF, so a cleared software requisition is normally an on-site or hybrid requisition and the summary should say how many days on site the program expects.
