Contract staffing engagements

A contract staffing engagement places a cleared or technical professional on your program for a defined period without adding to your payroll.

The worker is employed on a W-2 basis by Recruiters Workforce, or works corp-to-corp through their own entity under a subcontract, and is assigned to your site or program under your direction.

The model fits funded work with a known end date: a task order with option years, a surge on a delivery milestone, a backfill during a hiring freeze, or a program awaiting a permanent requisition. It is the fastest of the four models to start because the compensation is an hourly bill rate and the paperwork is a staffing agreement rather than an offer of employment.

How the engagement works

Who employs the worker
Recruiters Workforce, as a W-2 employer of record, or the worker's own entity on a corp-to-corp basis. The client directs the work; the employer of record carries payroll, employer taxes, workers' compensation and benefits.
How the fee works
An hourly bill rate, agreed in writing, that covers the worker's pay, statutory costs, benefits and the firm's margin. The client is invoiced for approved hours worked, on the timekeeping cycle the agreement sets.
Typical duration
Three to twelve months at the outset, extended by agreement as the task order or program requires. Contracts tied to a period of performance end with it unless renewed.
When it fits
Funded work with a defined end, surge staffing, backfills, proposal support for a recompete, or a program that needs a cleared professional on site before permanent headcount is approved.

What the employer receives

Candidates screened against the labor category, clearance level, location and start date of the requisition, each with a written submittal summary. A staffing agreement that sets the bill rate, the timekeeping and invoicing cycle, the notice period on either side, and the terms for converting the worker to your payroll if the program later obtains headcount. On-site direction of the work stays with your program manager; employment administration stays with the employer of record.

What the candidate should expect

An hourly pay rate agreed before submittal, weekly or biweekly pay on a W-2 basis with the option of benefits, and a defined assignment length with the possibility of extension or conversion. Cleared contract workers keep their eligibility through the employer of record's or the client's security office, as the agreement and the sponsoring program require; the firm confirms that arrangement before the start date.

Questions about contract staffing

Who holds the contract worker's clearance during the assignment?

Eligibility belongs to the individual and is recorded by the government. Access on a given program is sponsored by an organization with a facility clearance and a contractual need, which is normally the client or its prime contractor. Because Recruiters Workforce holds no facility clearance, the client's security office handles the visit request or access paperwork, and the agreement states this before the assignment starts.

Is a corp-to-corp arrangement available for every requisition?

Only where the client's contract and the program's rules allow it, and where the worker's entity carries its own insurance and tax obligations. Many federal programs require W-2 employment for cleared personnel, so the requisition summary should state which arrangements the program accepts.
