Recruiting for employers hiring cleared and technical staff
Recruiters Workforce recruits for hiring managers, program managers and human resources teams at federal contractors, defense and aerospace companies, space programs, systems integrators and commercial technology employers.
The work covers contract, contract-to-hire, direct hire and retained search engagements for IT, cybersecurity and engineering positions, cleared and non-cleared, anywhere in the United States.
A requisition sent to the firm is worked against its own terms. If the position needs a Top Secret with SCI access and a counterintelligence polygraph in Fort Meade, Maryland, starting in six weeks at a fixed bill rate, those are the terms every candidate is screened against before you see a résumé.
What a requisition needs before sourcing begins
Most delays in cleared hiring come from terms that were assumed rather than stated. These are the terms we confirm at intake.
- Labor category and level
- The contract labor category or internal job title, the level (junior, mid, senior, subject matter expert), and the education or years of experience the contract requires.
- Clearance and access
- The eligibility level the position requires on day one (Public Trust, Secret, Top Secret, TS/SCI), any polygraph (counterintelligence or full-scope), and whether an interim eligibility is acceptable to the program.
- Work location
- The site, the days on site, whether the work is in a SCIF, and whether remote or hybrid work is permitted by the contract. Classified work is performed on site, so this term decides the candidate pool.
- Engagement type and compensation
- Contract, contract-to-hire, direct hire or retained search, with the bill rate, salary range or placement fee basis. Several states require the compensation range in the posting itself; the state pages summarize those rules.
- Start date and headcount
- The target start date, the number of positions, and whether the requisition is funded now or expected on award. A funded start date with a defined interview process fills faster than an open-ended one.
Engagement models compared
The table sets out who employs the worker, how the fee works, the typical duration and when each model fits. Retained search for senior or hard-to-fill roles is described on the retained search page.
| Term | Contract | Contract-to-hire | Direct hire |
|---|---|---|---|
| Who employs the worker | The worker is a W-2 employee of the staffing firm or works corp-to-corp through their own entity, and is assigned to your program. | The worker starts as a W-2 employee of the staffing firm and converts to your payroll at an agreed point. | The worker joins your payroll from day one as your employee. |
| How the fee works | A bill rate per hour covers pay, employer taxes, benefits and the firm's margin; you are invoiced for hours worked. | An hourly bill rate during the contract period, then a conversion fee if you hire, usually reduced by the time already billed. | A placement fee, agreed in writing before the search starts, invoiced when the candidate starts. |
| Typical duration | Three to twelve months, tied to a task order, option year or surge. | A defined evaluation period, commonly three to six months, then conversion. | A permanent position; the search runs until the seat is filled. |
| When it fits | Funded work with a known end date, surge staffing, or a program awaiting a permanent requisition. | A permanent need where you want to confirm fit, clearance timing or budget before committing. | A permanent seat with approved headcount and a hiring manager ready to interview. |
The process from intake to start
-
Intake
We take the requisition as written and confirm the terms above by phone with the hiring manager or program manager. Missing terms are settled before sourcing starts.
-
Sourcing and screening
Candidates come from the firm's own network, referrals and direct outreach in the specialty and market concerned. Each is interviewed before submittal, with clearance details, certifications and compensation expectations recorded.
-
Submittal
You receive a résumé and a written summary that maps the candidate to each term of the requisition, including anything that needs discussion, such as an investigation date close to the end of its scope.
-
Interviews, offer and start
We schedule interviews, collect feedback, carry the compensation negotiation and confirm the start. For contract and contract-to-hire engagements, the worker is employed on a W-2 basis by Recruiters Workforce, or works corp-to-corp through their own entity, and is assigned to your program.

Questions from hiring managers
How is a candidate's clearance verified?
At screening, the candidate reports the eligibility level, the date of the last investigation or the fact of enrollment in continuous vetting, the sponsoring agency, and any polygraph. Those details go into the submittal summary. Verification of eligibility is a government function performed by your facility security officer or security office in the government system of record; a private recruiting firm has no access to that system and does not claim to.
Can the firm recruit for a position that has not been awarded yet?
Yes, as a contingent search tied to award. Candidates are told that the start depends on award, and the submittal notes their availability window. Proposal support of this kind is common for recompetes and new task orders, and it works best when the labor categories and clearance levels are fixed in the solicitation.
What does the firm not do?
Recruiters Workforce does not hold a facility clearance, does not sponsor or process clearance investigations, does not hold contract vehicles, and is not affiliated with or endorsed by any government agency. It recruits and screens candidates for employers that hold those things themselves.
