Cleared IT recruiting in Washington, District of Columbia

Washington is the center of the National Capital Region and the seat of the departments whose IT programs the contractors of Virginia and Maryland deliver.

Submit a requisitionSend your résumé

The Department of Justice, the Treasury and the Department of Energy are headquartered on Pennsylvania and Independence Avenues, NASA Headquarters directs the agency's ten field centers, the Defense Intelligence Agency is headquartered in the District with 16,500 employees worldwide, and Fort McNair is home to the National Defense University. Requisitions here run from Public Trust at the civilian departments to TS/SCI with polygraph at the intelligence agency.

Recruiters Workforce works the District, Northern Virginia and suburban Maryland as one candidate pool with three sets of hiring rules and a commute that Metrorail and the commuter railroads make possible from three states.

Installations, agencies and employers that shape hiring in Washington

The organizations below shape Washington's federal technology market. They are named as facts about the area; none is a client of the firm.

  • Federal department headquarters

The Department of Justice is headquartered at 950 Pennsylvania Avenue NW, the Treasury at 1500 Pennsylvania Avenue NW and the Department of Energy at 1000 Independence Avenue SW. Their technology programs, and those of the other departments headquartered in the District, are delivered largely by contractors in the region under the federal civilian IT rules described on the industry page.

  • The Defense Intelligence Agency

Headquartered in Washington, DIA has 16,500 employees stationed around the world and states its mission as providing intelligence on foreign militaries. Applicants must obtain a TS/SCI clearance, complete a counterintelligence-scope polygraph examination and pass a drug test.

  • NASA Headquarters

NASA Headquarters in Washington provides overall guidance and direction to the agency under the Administrator and oversees its ten field centers, and the agency's program offices there draw systems, software and program management staff.

  • Fort McNair and Joint Base Myer-Henderson Hall

Fort McNair in Southwest Washington is one of the three installations of Joint Base Myer-Henderson Hall, created through the 2005 base realignment, and is home to the National Defense University; its Grant Hall was the site of the 1865 military tribunal of the Lincoln assassination conspirators.

  • The Capitol

The U.S. Capitol stands at the eastern end of the National Mall on a plateau 88 feet above the Potomac, covers well over 1.5 million square feet, and has housed Congress since November 17, 1800. The legislative branch and its support agencies run their own technology programs and hiring.

Commuting and remote work around Washington

Metrorail's six lines, Red, Orange, Silver, Blue, Yellow and Green, are the spine of the District's commute, and WMATA describes itself as the transportation agency for the National Capital Region. MARC commuter rail runs three lines into Washington from Maryland, the Brunswick, Penn and Camden lines, and the National Park Service's Baltimore-Washington Parkway, a 29-mile highway that has carried traffic between the two cities since 1954, is the road link to Fort Meade and Baltimore. From Virginia, the 495, 95 and 395 Express Lanes and the I-66 express lanes inside the Beltway feed the District during weekday peaks.

Interstate 66 and Interstate 95 each end within a mile of entering the District, according to the federal route log, so most drivers arrive on the bridges and parkways rather than the interstates, and rail access decides where a candidate will accept a position.

Federal department programs offer more hybrid work than any other cleared employer group, and their contractors follow the agency's policy. Work at DIA and inside SCIFs is on site. A District requisition should state the agency's telework policy, because it is the first question candidates ask.

Clearance levels commonly requested in Washington

Civilian department requisitions are mostly Public Trust, with Secret for programs touching law enforcement, energy security or homeland security data. DIA requisitions and the contractor positions supporting it require TS/SCI with a counterintelligence-scope polygraph, as the agency states. NASA Headquarters positions are Public Trust or Secret depending on the program.

The District's Cannabis Employment Protections Amendment Act exempts positions designated safety sensitive, with security positions among its examples, and federal adjudication under Security Executive Agent Directive 4 runs on its own guidelines; employers should take advice on how the two interact for a given position.

Questions about hiring in Washington

Do District requisitions require candidates to live in the District?

No. The candidate pool spans the District, Northern Virginia and suburban Maryland, and Metrorail, MARC, VRE and the parkways bring candidates in from all three. The requisition summary should state the site and the days on site, and the submittal records the candidate's home jurisdiction and commute.

Which rules apply to a posting for a position in the District?

The District's own: the minimum and maximum pay in the listing and health care benefits disclosed before the first interview under the Wage Transparency law, no salary history questions, and the fair-chance screening rules for employers with more than ten employees. The District of Columbia page summarizes each with its source.
